The easiest way I've found to determine strength just from looking at someone is to examine the back and the hips. Someone who lifts heavy weight will have a very large, thick back and a lot of mass in the glutes/hamstrings/adductors. If you look at strong pictures or pictures of old strongmen, powerlifters, etc., you can notice this pretty quickly. Just need to be careful to separate out those guys from the quad-only leg guys!
